Wesgroup Properties has submitted a rezoning application for the Civic District project on a 5.1-acre site in Surrey, replacing a former Safeway. The development offers over 2,000 homes across four phases. Phase One introduces a striking 55-storey tower, housing 721 residential units alongside retail and childcare spaces. Phase Two follows suit with a 60-storey tower, comprising 689 residential units and additional retail offerings. Phase Three adds a 65-storey tower with 660 residential units and hotel accommodations, contributing to Surrey’s growing hospitality sector. The final phase introduces a 13-storey office tower, providing much-needed workspace in the city center.

The location’s proximity to transit hubs like Surrey Central Station enhance its potential to become a vibrant urban hub. Designed by Arcadis IBI Group, each phase intends to blend functionality with architectural excellence. City staff have showed support for the project, emphasizing its contribution to the city’s skyline and connectivity with the existing Civic Plaza. The estimated occupancy timeline for this project spans from Q2 2030 to Q4 2036.
