Victoria has exceeded its year-one housing target set by the province, completing 753 homes in just six months, surpassing the required 659. However, it’s struggling with non-market units, creating no supportive housing in the past six months and only eight below-market units, far below the recommended benchmark. Only a small percentage of completed units meet the three-bedroom space requirement, prompting the city to revise its housing policies. Oak Bay and Saanich, also subject to provincial targets, are falling short of their requirements, citing challenges such as insufficient redevelopment applications, systems, staffing, and resources.

The province has pledged support to help municipalities meet their targets, passing legislation to streamline permitting processes. Saanich remains optimistic about reaching its targets by October, with ongoing housing projects expected to contribute to improvement. All 13 municipalities in Greater Victoria are now subject to housing supply targets.
