Victoria is rolling out a new policy to increase the construction of family-friendly homes, aiming to boost the supply of two- and three-bedroom units in the city. Effective September 1, the policy requires that in new multi-unit developments, 30% of units in strata buildings must have two or more bedrooms, with at least 10% being three-bedrooms. For new rental buildings, 25% of units must have two or more bedrooms, with 5% being three-bedrooms.

This move targets the critical need for larger rental units, as highlighted by federal data showing only 18 three-bedroom units have been added to the local market in recent years. While council members expressed concerns about the new expectations for developers, the policy includes incentives like reduced parking requirements and increased density to ensure projects remain attractive. The city believes that municipal and higher government incentives can help mitigate the impact of the policy, supporting families who are currently priced out of middle-sized homes.

Additionally, the council endorsed family-friendly design guidelines to encourage features like ample storage, in-suite laundry, and accessible entrances, although these are not mandatory. Projects focused on affordable, supportive, and seniors’ housing are exempt from the new requirements.
