Delta has initiated the “Home Suite Home” program to increase the number of secondary suites in the city. The program encourages homeowners to add secondary suites to their properties and bring existing ones into compliance with the BC Building Code. All secondary suites must comply with zoning bylaws and building codes. Through pre-application services, “secondary suite ambassadors” will assist homeowners. The city aims to contact over 1,500 homeowners in the next eight months.

The program, approved by council along with bylaw changes, removes barriers for secondary suite owners, such as permitting and licensing fees. It also aims to legalize existing “illegal” suites, ensuring safety and increasing Delta’s housing stock. Under provincial legislation, cities must update zoning bylaws to allow small-scale multi-unit housing. Delta is waiving fees for a limited time, saving homeowners around $400. Mayor George Harvie commends the initiative, emphasizing its role in addressing housing affordability. Despite revenue loss, the city aims to offset it through other efficiencies.
