The City of Kelowna is seeking a partner to fund, design, build, and manage middle-income housing. Prospective builders or non-profits have until July 23 to respond to the bid opportunity. Two land parcels are currently offered: a 0.56-acre parcel at 1232-1250 Glenmore Drive and a 0.78-acre parcel at 155-205 Dougall Road North.

To qualify, builders must offer 20% of rental units at 20% below market rate, with a mix of studios to three-bedroom units. The remaining 80% can be at market rates to ensure project viability. The program aims to provide affordable, sustainable, and diverse housing options for middle-income households often priced out of the market.

Through the Housing Accelerator Fund program, Kelowna received initial installments of $7.875 million and must meet specific targets by 2026 to receive the full fund amount. Targets include adding 2,771 missing-middle housing units, 4,180 multi-housing units, and 479 other units, with at least 416 being affordable. Affordable rents will range from $1,200 for a studio to $2,280 for a three-bedroom.

This initiative aims to balance affordability, sustainability, and diversity in Kelowna’s housing market, providing much-needed options for middle-income households.
