Kelowna is kickstarting a new infill fast-track program aimed at accelerating development approvals to meet the housing demands of its growing population. Over 1,300 multi-family (MF1) zoned lots in the Core Area are now eligible for expedited approvals, permitting four to six units per property.

Using pre-approved, standardized multi-plex designs, development and building permits can now be processed within 10 business days, a significant reduction from the previous two to four months. Currently, four pre-approved infill designs are available. More design options will be added in future phases of the program.

James Moore, the Housing Policy & Programs Department Manager, highlighted the program’s potential to deliver up to 7,000 new homes, addressing the city’s need for more affordable and diverse housing options. While recognizing that this program alone isn’t a complete solution, Moore called for continued collaboration at all government levels to address housing challenges

On the same day, the BC government announced 5-year housing targets for 10 municipalities, including Kelowna. This program, partially funded by a $31.5 million Housing Accelerator Fund grant, aligns with the housing goals of Kelowna’s 2040 Official Community Plan and will provide a boost to meet provincial targets.
