Delta is updating its zoning bylaws to allow small-scale multi-unit housing (SSMUH) in areas currently zoned for single-detached and duplex homes. This change, receiving third reading on June 3, aligns with Bill 44, a provincial mandate requiring municipalities to introduce SSMUH regulations by June 30.

The new bylaws aim to balance provincial requirements with existing zoning rules, supporting Delta’s Official Community Plan. They will also help meet the province’s target of adding 3,607 new housing units in Delta by September 2028. From October 2023 to March 2024, Delta issued 242 occupancy permits, nearly half of the year’s target.

Mayor George Harvie highlighted that these changes allow homeowners to add garden suites and coach houses without needing rezoning, thus preserving neighbourhood character. Properties under 3,014 square feet can now have up to three units, while larger properties can have up to four. Properties over 3,014 square feet and within 400 metres of key bus routes can have up to six units. A minimum of one parking space per unit is required, except for units under 355 square feet or properties near frequent transit stops.

The final adoption of these bylaws is set for June 24, allowing compliant projects to skip rezoning and public hearings. A community awareness campaign will follow the adoption.
