Opposition to new provincial legislation in BC is evident, particularly in Burnaby, where concerns focus on transit-oriented development (TOD). Mayor Hurley contends that Burnaby, particularly Brentwood, has already surpassed development expectations. Save Brentwood Park, a resident group, submitted a petition seeking an exemption for a portion of the Brentwood TOD area, arguing for tailored legislation.

Despite support from Burnaby’s council, the Ministry of Transportation and Infrastructure rejected the exemption request, emphasizing the legislation’s aim to ensure appropriate density near transit nodes. Under the new legislation, developer’s aren’t required to meet minimum density requirements. The goal is to ensure local governments don’t deny a project based on height and density if it meets the standards in the legislation. The Ministry stresses the long-term and gradual planning goals of Bill 47, and expects TOD bylaws from local governments by June 30, 2024.
