West Fraser Developments has submitted a proposal for two high-rise residential towers at 13265 104 Street, near Surrey City Hall. Currently, the site hosts the three-storey Elizabeth Manor apartment building.

The proposal includes a 25-storey tower with 207 strata units (5 studios, 117 one-bedrooms, and 85 two-bedrooms) and a 35-storey tower with 297 strata units (30 studios, 147 one-bedrooms, and 120 two-bedrooms), along with 57 below-market rental units replacing the existing ones.

West Fraser Developments, which owns over 400 rental units and has 500 more in development, plans to offer the new rental units at 10% below average market rents. Existing tenants will have the right of first refusal under a 60-year housing agreement. The developer faced criticism for issuing premature eviction notices, which have since been retracted.

The development will feature extensive amenities, including 20,408 sq. ft. of indoor space (social lounge, gym, kitchen, reading room, rooftop lounge, and meeting room) and 22,131 sq. ft. of outdoor space, exceeding city requirements. The project will contribute to community amenity contributions (CACs), with exemptions for the rental units.

Surrey City Council has granted the project its first and second readings, with a public hearing set for July 8.
