City of Richmond recently paid $68 million for an industrial property at 7280 River Road. The five-acre site, assessed at $32 million, currently hosts tenants, including a bus company and a particle accelerator manufacturer. Despite the unusual price gap, the city has not disclosed its plans for the property.
